Mr. Miller is a Vice President and Senior Principal in Terracon’s Facilities Division officing in Houston, Texas. He provides assessment, remedial design, application, construction documents, construction administration, commissioning, and retro-commissioning of mechanical, electrical, and plumbing (MEP) systems on commercial, governmental, and institutional projects. Mr. Miller provides professional consulting in the preparation of property condition assessments (PCA’s) for commercial, multi-family, and professional properties and conducts building commissioning of new and existing commercial properties. Mr. Miller received his Bachelor of Science in Civil Engineering from the University of Nebraska. He is a registered Professional Mechanical Engineer in Texas, Louisiana, Oklahoma, Maryland, Virginia, Colorado, Arizona, California, Washington, Mississippi, Alabama, South Carolina, Kentucky, New Jersey, and Florida. Mr. Miller is an accredited professional in the USGBC’s Leadership in Energy and Environmental Design (LEED) program. Mr. Miller is also a Certified Building Commissioning Professional (CBCP) and Existing Building Commissioning Professional (EBCP). Mr. Miller maintains an active involvement in the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE). Mr. Miller prepares construction drawings and technical specifications for repairs, replacements, retrofits, and upgrades of MEP systems in new and existing buildings. He has experience in performing mechanical HVAC forensic investigations in commercial and institutional buildings serving the building owner, property management, and legal industries. These investigations have involved troubleshooting HVAC equipment and systems, investigating building ventilation and pressurization problems, and reviewing existing buildings for MEP code compliance. Mr. Miller performs building commissioning per ASHRAE Guideline 0-2019 for commercial projects including commissioning plans, document reviews, pre-function checklists, field observations for compliance with building codes and construction documents, witnessing of field testing of MEP systems, and creates deficiency logs of MEP installations. He provides retro-commissioning mechanical, electrical, and plumbing systems on commercial and industrial projects including planning, investigation, implementation, and verification phases. Additionally, Mr. Miller has performed property condition assessments (PCA) on existing facilities for commercial real estate clients that have included providing recommendations on repairs, replacements, retrofits, and upgrades of civil, architectural, structural, MEP, and fire/life safety systems with associated costs. Mr. Miller has provided building energy usage and life cycle cost audits and studies associated with building architectural, structural, mechanical, and electrical improvements. Mr. Miller further provides commercial energy conservation code compliance reviews during construction for new building construction and renovations.
