Biography :
Eddie has been with the Agency for Health Care Administration since December 2012. Currently, he is a Government Analyst II/Life Safety Code Lead with the Survey & Certification Support Branch located in the Division of Health Quality Assurance. As a Government Analyst II he is responsible for preparing and monitoring the Medicare & Medicaid Services and CLIA budgets for Field Operations. He also provides oversight, instruction and development of quality assurance activities for the Life Safety Survey Program. He served 24 years in the US Army as an Engineer; He has degrees in Business and Construction Management. Certifications include a Masters Certification in Code Enforcement, Fire Safety Inspector, Plans Reviewer, Building Official, Building Inspector and Planning/Zoning Administrator.

ASK AHCA and FGI 2026: Review of Codes, Standards, Submissions, Inspection, and Interpretations
This presentation will be an up to date summary of all the questions that have been submitted to the state of Florida Agency for Health Care Administration (AHCA) in 2025/2026 regarding interpretations of the codes and standards used by the Fire Safety Inspectors and the Architects and Engineers who inspect, review, and approve all of the health care facilities in Florida. All health care facilities are subject to review and approval by AHCA. These codes and standards include the 2021 edition of NFPA 101, NFPA 99, NFPA 13, NFPA 72, NFPA 96, NFPA 220, NFPA 90, and NFPA 110 and the FGI Guidelines for the Design and Construction of Hospital, Outpatient, and Residential Facilities, 2022 edition as well as the 8th Edition of the Florida Building Code .
