Jeff O’Neill

Biography :

Jeff O’Neill is the Vice President of Plant Operations at Robert Wood Johnson University Hospital in New Brunswick, New Jersey, part of the RWJ Barnabas Health System, with plant operations and capital project development. Jeff started his career at the Department of Veterans Affairs in their Engineering Department. Since then, he has worked on development, design and management of capital projects, both from the consulting architect and owner sides. He has also progressed into in leadership roles of hospital facility operations at academic medical centers. Jeff received his Bachelors of Architecture degree from The Catholic University of America, and holds certifications in healthcare planning (ACHA), and health facility management (CHFM). Jeff is a member of American Institute of Architects (AIA) and the American Society for Healthcare Engineers (ASHE), and is also involved in the building code development process with the International Code Council and the Facility Guideline Institute.

06: Introducing the 2026 FGI Codes for Planning and Design: What You Need to Know

The Facilities Guideline Institute is set to publish the 2026 version of their code document for Inpatient Hospitals, Outpatient, and Residential Healthcare facilities. FGI has history to the origins of healthcare planning, traced from the original Hill Burton Act to the federal government publishing a version, then switching to the American Institute of Architects, and finally to the Facility Guideline Institute. The 2026 version moves from a Guideline to a Code. Using a presentation prepared by FGI, and delivered by a member of the 2026 Health Guideline Revision Committee (HGRC), this session will describe the important changes to each different occupancy documents but also explain how becoming a code will affect the format and enhanced backup information that has traditionally been part of the overall document of the FGI.
